Search Google for "DirectX" and download from the Microsoft website. From advice elsewhere in this forum, I found that downloading the file "dsound.dll" from and copying it into the C3 directory fixed this issue as well. Once I downloaded and installed it and rebooted my machine, then it launched again fine. As you succeed you will be given new challenges. As governor, you will have total control over your province: including city planning, finances, and defenses. I totally forgot that this game needs DirectX for it to work and since I had just built this system fresh, it wasn't yet installed. I had the issues above where it launched at first, but the audio was resetting every few seconds. I just built a new system and went head-first into running Caesar 3.
